American Canyon, CA — Two men were arrested Sunday night for allegedly attempting to steal from a Pacific Gas and Electric (PG&E) facility in American Canyon. The arrests came after a police investigation into a trespassing report received just before 7 p.m., when security footage showed suspicious activity at the site.

Authorities responded swiftly to the PG&E facility after being alerted by security surveillance, which identified two individuals trespassing. One of the suspects was seen wearing a black ski mask and carrying what appeared to be a car jack.

A description of the suspect vehicle, a silver and black Ford Fusion, was provided, and officers soon located the vehicle traveling east on Green Island Road, not far from the facility. After conducting a traffic stop, law enforcement officers discovered several items linked to the alleged crime inside the car. Among the items were a PG&E-owned dirt compacter, as well as burglary tools including copper cutters, bolt cutters, and two BB handguns. Officers also recovered gloves and two walkie-talkies from the vehicle.

The occupants of the vehicle were identified as 38-year-old Franklin Morales from San Pablo and 30-year-old Jose Carrero Rosas from Concord. According to police, both men’s clothing matched the descriptions provided by security guards at the PG&E facility.

Morales and Rosas were arrested on charges of possession of burglary tools, grand theft, and conspiracy to commit a crime. They were subsequently booked into Napa County Jail.

This incident underscores the importance of surveillance systems in safeguarding critical infrastructure. Authorities continue to investigate the attempted theft and are urging the public to report any suspicious activity around similar facilities.
