NAPA COUNTY, CA — The Napa County Board of Supervisors confirmed two key appointments at their Tuesday meeting, filling vacancies on two important county commissions.

Amber Twitchell was appointed to the Napa County Juvenile Justice Coordinating Council, where she will serve until December 2026. The council plays a crucial role in advising the Chief Probation Officer on expenditures under the Comprehensive Youth Services Act, as well as developing and submitting a multi-agency Juvenile Justice Plan to the Board of Supervisors. The council is also tasked with evaluating the effectiveness of programs funded by these services. Comprising five members, including one county supervisor, the council provides essential guidance for the county’s juvenile justice strategies and youth programs.

In another significant move, Juan Pablo Torres-Padilla was appointed to the Unincorporated Napa Valley Tourism Improvement District (NVTID) Governing Committee, a position he will hold until June 30, 2028. The committee is responsible for overseeing the expenditure of funds collected through a 2-percent assessment on gross short-term room rentals in lodging businesses. These funds support the region’s lodging industry, with the committee composed of representatives from a variety of local stakeholders, including Napa Valley Vintners and top lodging businesses.

Board and commission appointments are made throughout the year, depending on available vacancies. Currently, Napa County has 13 open positions on its committees and commissions, providing residents with opportunities to engage in local governance and contribute to shaping the future of the community.

These appointments reflect Napa County’s ongoing efforts to involve local residents in decision-making processes, particularly in areas that directly impact youth services and the tourism industry.
